Work-based learning – occupational competence in Europe and the world

The concept of work-based learning has increasingly found its way into vocational education and training policy over recent years. International and European organisations recognise the necessity for vocational education and training of consideration and shaping of learning within the work process. The starting point for this development is the realisation that countries which have dual VET structures in place are particularly successful in structuring the transition from school to the world of work and in integrating young people into the labour market. In many vocational education and training systems, vocational schools can at the same time also be identified as increasingly assuming a coordinating role in the structuring of company-based learning alongside their function of imparting professional and methodological competences. In addition, work-based learning has undergone further methodological and institutional development onto higher qualification levels within the area of initial and continuing vocational training provision.

The aim of the forum is to debate the various work-based learning models both nationally and internationally with regard to the acquisition of occupational competences from the point of view of the companies providing training and the vocational schools. Discussions will be based on national and international research results and examples from practice. The objective is for participants to debate the factors which foster competence acquisition within the scope of work-based learning by considering the commonalities and differences between the models.

Antonio Ranieri

Antonio Ranieri, Head of Department for Learning and Employability at Cedefop, manages a team of European experts working on vocational education and training policy analysis and research. The mission of the Department is to support the development and implementation of European policies aimed at increasing attractiveness, effectiveness and inclusiveness of vocational education and training in EU Member States.

An economist by training, Antonio has taught regional economics at the University of Roma since 2002. As Head of Department at CLES in Rome, an independent centre of studies on labour market and economic development issues, he coordinated research on monitoring and evaluation of public policies and programmes at European and national level.

Prof. David Boud

David Boud is Professor and Foundation Director of the Centre for Research in Assessment and Digital Learning, Deakin University, Australia; Research Professor of Work and Learning at Middlesex University , UK; and Emeritus Professor at the University of Technology Sydney, Australia. He is one of the most highly cited Australians in the field of teaching, learning and in higher and professional education. He has had a long-standing interest in innovative forms of work-based learning partnerships in higher education and the ways in which learning occurs in normal workplaces. He has been a pioneer in developing learning-centred approaches to assessment across the disciplines, in building assessment skills for long-term learning and new approaches to feedback. He is an Australian Learning and Teaching Senior Fellow.

Books include (with various others): Work-Based Learning: A New Higher Education? (SRHE and The Open University Press) and Understanding Learning at Work (Routledge). His most recent books are Feedback in Higher and Professional Education (Routledge, 2013) and Developing Evaluative Judgement in Higher Education (Routledge, 2018)

Oana Steopan, was born in Cluj-Napoca, Romania in 1990. She graduated as a Master of Arts in International Economics and Governance at the University of Bayreuth, Germany and has a Bachelor Degree in Psychology from the Babes-Bolyai University in Cluj-Napoca. Parallel to her studies she graduated a 3-year didactical training at the University in her home town and worked at both universities as a student assistant. She also interned and was a working student in international companies both in Romania and Germany.

She participated as a speaker at different conferences in Germany, Switzerland and Romania regarding topics raging from international economics to the implementation of international educational projects.

Since 2015 she works at the Bildungswerk der Bayerischen Wirtschaft gGmbH as project manager responsible for the international vocational education projects in Romania, the Republic of Macedonia, Slovakia and Ukraine.

Thomas Mayr is Managing Director of ibw Austria, a research and development institute affiliated to the Austrian Federal Economic Chamber and the Federation of Industry.

ibw Austria supports vocational education and training policy making and implementation, notably in the field of apprenticeship training. Further thematic areas in which Thomas Mayr is involved in include the development of qualification frameworks and EU education and training policy.

He holds degrees from the Vienna University of Economics and Business and from the College of Europe in Bruges.

Prof. Dr. Sabine Pfeiffer

Prof. Dr. Sabine Pfeiffer, since 2018, holds the full chair of Sociology (Technology – Labour – Society) at the Nuremberg Campus of Technology der Friedrich-Alexander-Universität Erlangen-Nürnberg and conducts research on digitalization and labour, with a special focus on Industry 4.0 and vocational training. After her vocational training and several years of experience as tool maker she completed her Master degree (Magister) in Sociology, Philosophy and Psychology with honors. From 2000 to 2010 she worked as a researcher at the ISF Munich, and earned her doctoral degree (Dr. phil.) and habilitation during this time. 2010 she was appointed professor at the University of Applied Sciences at Munich, and 2014 at the University of Hohenheim. Sabine Pfeiffer is member of several scientific advisory board, e.g. of the German platform „Industrie 4.0“ and of the BIBB.

Prof. Pilar Pineda

Pilar Pineda is associate professor in Training in Organizations at the Universidad Autónoma de Barcelona, Spain (since 2000). Ms. Pineda’s field of expertise is evaluation of training and her research areas are learning transfer, training policies, efficacy of VET, and education and work.

Ms. Pineda has conducted several researches on efficacy of training, VET and dual system. She also has joint researches on women and training, participative evaluation of education, empowerment of young people and higher education.

She has done consultancy for several public and private companies on training management, evaluation and quality. She is the author of five books and more than 50 papers on education and work.

Dr. phil. Barbara Dorn

Dr. Barbara Dorn is Director Education/Vocational Training of the Confederation of German Employers’ Associations (BDA).

Her key activities are the coordination of position making processes in the field of education and vocational training, the development of strategic position papers and the representation of the employers’ view at national, european and international level. Barbara Dorn coordinates cooperation processes with all relevant national and european institutions in the field of education and vocational training and participates actively in their working groups and committees. Main tasks are the supervision of BDA committees for education and vocational training and the counselling of employers’ associations in these policy fields.

Dr. Barbara Dorn is member of the CEDEFOP Governing Board and of the BUSINESSEUROPE working group education and training.

Confederation of German Employers’ Associations (BDA) is the leading organization dealing with social policy on behalf of the entire German private sector. It represents the interests of small, medium-sized and large companies in all sectors and all issues linked to social policy and collective negotiations, labour legislation, labour market policy and education. BDA works for the interests of one million companies which employ 20 million workers, and which are networked with BDA through voluntary membership of employer federations. These employer federations are organized in 52 national sectoral organizations and 14 regional associations which are direct members of BDA.

BDA engages in the work of committees at national, European and international level, in expert hearings, in social insurance self-administration bodies, as coordinator and counsellor in member federations’ collective negotiations and as a mediator in public debate. This embraces a high responsibility also for the common good, which excludes one-sided interest representation.

Prof. Shyamal Majumdar

Mr Shyamal Majumdar is the Head of the UNESCO-UNEVOC International Centre for Technical Vocational Education and Training (TVET) located in Bonn, Germany since 2011. Prior to joining UNESCO-UNEVOC, he was the Director General of the Colombo Plan Staff College for Technician Education (CPSC), Manila, Philippines. Mr Majumdar was also the Vice President of International Vocational Education and Training Association (IVETA) and Professor at the National Institute of Technical Teachers Training and Research (NITTTR) in India.

Mr Majumdar has worked as a TVET expert for over 25 years in various capacities. He was engaged in several development-oriented, research and capacity building projects in member states in collaboration with UNESCO, World Bank, ADB, FAO and other bilateral partners. He has received various international awards including IVETA Award and CPSC TVET Leadership Award.

Mr Majumdar holds a Bachelor's degree in electronics and communication engineering, a Master's degree in telecommunications engineering, and Ph.D. in educational computing.

Dr. Cesare Onestini

Cesare Onestini took up the post of Director of the European Training Foundation in September 2017.

Prior to joining the ETF, he was Deputy Head of the EU Delegation to India and Bhutan. He began working for the EU institutions in 1995, starting by promoting cooperation in education and training. He has developed intercultural education projects, coordinated school partnerships and teachers’ mobility across Member States and was part of the team which developed proposals for the first EU programme for Life Long Learning.

He has since worked for the European Union in external relations, international trade, security and crisis management and in the EU Delegation to the United Nations in New York.

In the 2013-14 academic year, he was a Visiting Fellow at the Lee Kuan Yew School of Public Policy of the National University of Singapore. Cesare Onestini is a graduate of Oxford University.
